etc. That's upscale. Another Target and another Best Buy isn't upscale. While better than a 99-cent store, it isn't exactly Nordstrom. Face it, this city doesn't have the demographics to do upscale. However, is it too much to ask for a decent chain restaurant or two?

Why not another Resturant Row, like San Marcos , brings in local employment, money, put in a an art gallery, antique store, Better yet how about a NRA storefront with gun sales on the site, a tattoo shop and body piercing. adult book store, turn it another HWY 101. San Marcos also just put in Walnut Park, Oceanside city planners, you should go take a look and re-think your options.
