In theory there are 15 members of the Security Council, but in reality (as I discovered myself, and was told by the Chilean representative) there are 5 members and 10 observers. The P5 control the Security Council in a very powerful fashion either through the roots of procedure or through their sheer strength. The elected members are rarely able to change the course at all. Do you feel the number of permanent members ought to be increased and the council reformed? I think the Security Council certainly needs reform its becoming an antique institute. But I think it needs to be reformed in a comprehensive way and the way to do that is to ensure that, as permanent members, you have criteria for permanent membership. The criteria should be fixed and the best way to ensure that you get the best powers of today and not yesterday is that you tie them with responsibilities. Because they have a privileged status, the permanent members should not only pay more, but also have the responsibility to take on challenges and deploy their military resources when necessary.
